1. Access to this development will be achieved directly across from 143rd Avenue NW and will eliminate an already existing private driveway onto CR 116. 2. We are proposing to add turn lanes to both' 143rd Avenue N.W. and Azurite Street N.W. as part of the connection of Azurite Street to County Road 116. 3. By not connecting Azurite Street N.W. to County Road 116 it would result in constructing Azurite Street as a cul-de-sac with a length of 1200 feet. This would not meet the requirements of the City code, which limits cul-de-sacs to 600 feet. 4. In our opinion, a controlled intersection with turn lanes is safer than a tee intersection with an uncontrolled driveway entrance opposite i43rd Avenue N.W. 5. In review of the deficient sight distances, we have made a visual inspection of the area and there appears to be more than 1200 feet of sight distance in each direction. It is anticipated that Anoka County will require that the City dedicate right of access along County Road #116. The site plan should be revised accordingly. Drainage and Utility Easements: There is a 10 foot drainage and utility easement along the perimeter of each lot. This is sufficient, however, as mentioned above the ponding that is being proposed should be shown on the plat and dedicated as a drainage and utility easement. In addition, the protected wetland east of Azurite Street should be delineated and protected by a drainage and utility easement. Park Dedication: Park Dedication will be addressed through the Tax Increment Financing agreement entered into for each lot. Stormwater Management Fee: Stormwater Management fee will be address through the Tax Increment Financing'Agreement entered intO for each lot. Sewer and Water Trunk Charges: Sewer and water trunk charges will be paid through the Tax Increment Financing agreement entered into for each lot. City Staff will forward comments received at the Planning Commission meeting to the City Council at their December meeting.
