1. Access to this development will be achieved directly across from 143rd Avenue NW and will <br />eliminate an already existing private driveway onto CR 116. <br /> <br />2. We are proposing to add turn lanes to both' 143rd Avenue N.W. and Azurite Street N.W. as part of <br />the connection of Azurite Street to County Road 116. <br /> <br />3. By not connecting Azurite Street N.W. to County Road 116 it would result in constructing Azurite <br />Street as a cul-de-sac with a length of 1200 feet. This would not meet the requirements of the City <br />code, which limits cul-de-sacs to 600 feet. <br /> <br />4. In our opinion, a controlled intersection with turn lanes is safer than a tee intersection with an <br />uncontrolled driveway entrance opposite i43rd Avenue N.W. <br /> <br />5. In review of the deficient sight distances, we have made a visual inspection of the area and there <br />appears to be more than 1200 feet of sight distance in each direction. <br /> <br />It is anticipated that Anoka County will require that the City dedicate right of access along County <br />Road #116. The site plan should be revised accordingly. <br /> <br />Drainage and Utility Easements: There is a 10 foot drainage and utility easement along the perimeter <br />of each lot. This is sufficient, however, as mentioned above the ponding that is being proposed should <br />be shown on the plat and dedicated as a drainage and utility easement.
