-28- <br /> <br />Community Development Director Frolik advised Mr. Kempf to talk with the City Engineer for <br />sewer and water concerns. She stated the utility plan would be approved at the time of the <br />preliminary plat, which is a public hearing. He could contact the city engineer if he wished for <br />advanced information on that. <br /> <br />Nicole Immerheiser, 15245 Germanium Circle N.W., stated the pond smells. She had called <br />public works and they had someone walk through the field; nothing has been done. She said that <br />seven months out of the year, it is barren and has just sludge at the bottom of it. The pond has <br />never been sprayed for mosquito control. The water is stagnant and looks slimy from fertilizer <br />overflow. In the winter, the pond is frozen and not so unsightly. The trees that encircle the pond <br />on 153fd Avenue are almost dead. She said that two crab apple trees have been planted, though <br />they are not healthy. She said she thought it was due to the trees pulling water from the pond. ' <br />She said she was concerned about the quality of life. She said she was not opposed to <br />development, though she felt the City needs to be more responsible. The amount of permits the <br />City has been giving out should be reviewed. <br /> <br />Ms. Immerheiser also noted that school class sizes are large and the affect on schools should be <br />considered in these developments. She indicated that the people that will be living in the <br />townhomes will not go to Ramsey schools. She said she was concerned about the house on the <br />comer. She asked if it will be destroyed. <br /> <br />The applicant confirmed it would be. <br /> <br />Ms. Immerheiser said that Mr. Kempf lived on a deadend for 30 years and now there will be cars <br />running through his front and back yard. She asked how much a citizen is required to accept for <br />the good of his community. <br /> <br />Ms. Immerheiser explained the largest issue is the density issue. She thought it was too many <br />homes. She questioned where the residents will park and where the children will play. There is <br />no park within walking distance. She noted that T.H.//47 is a fast road and poses safety issues <br />for children. <br /> <br />Chairperson Nixt questioned if it was safe. to say she felt the property would be better left as <br />business use. <br /> <br />Ms. Immerheiser suggested the residential density be lowered. <br /> <br />Chairperson Nixt stated the issue is rezoning. He explained that as a requirement, the developer <br />has to provide a very roughed out sketch of what they'd use the property for. He said the City <br />has taken significant time looking at issues in the city and has considered what this area could be <br />used for.
