Ms. Immerheiser asked if anyone has considered the amount of kids coming into the area. She <br />stated that she hoped if this development was approved that all areas would be looked at. She <br />was concerned about the possible traffic trouble spot with people needing to get out to T.H. #47 <br />in the mornings. <br /> <br />Community Development Director Frolik stated the City Engineer advised the developer to meet <br />with the Staff and property owners to discuss the road going through to the south at some point <br />in the future. <br /> <br />Ms. Immerheiser summarized her main concerns as noise, school crowding and the pond. She <br />also would like to see some kind of containment-like fencing for the safety of the children. <br /> <br />Mark Strandlund of Eighty Seven LLC addressed the parking issues, explaining that there will be <br />2 car garages for each unit. Off-street parking will also be available. He said that screening <br />hasn't been discussed yet, but some kind of screening will go in. He said berming and trees <br />would most likely go in. He explained the intent of multi-family housing is to have a mix of <br />people. It wouldn't necessarily put a lot of kids in the schools. A fair amount of residents in <br />these types of developments have been retirees. He added that part of the association fee is used <br />to upkeep the outside and for improvements to be made. <br /> <br />Motion by Chairperson Nixt, seconded by Commissioner Sweet, to close the public hearing. <br /> <br />Motion Carried. Voting Yes: Chairperson Nixt, Commissioners Sweet, Brauer, Reeve, and <br />Watson. Voting No: None. Absent: Commissioners Johnson and Kociscak. <br /> <br />The public hearing closed at 8:32 p.m. <br /> <br />Commission Business <br /> <br />Chairperson Nixt called the regular meeting of the Planning Commission back to order at 8:32 <br />p.m. <br /> <br />Chairperson Nixt stated that there is a shortage of this type of land use in the city. A business <br />designation would not necessarily alleviate the traffic or noise; it would add lighting. He noted <br />that the pond will be made to be maintained. If the pond isn't in the back of a store, there is a <br />greater likelihood that it will be maintained. He said he does have concerns about the length of <br />the street and noise, though these issues can be discussed another time. <br /> <br />Community Development Director Frolik brought up the fact that the Commission is not <br />obligated to give them 47 units.
