Chairperson Nixt called the regular meeting of the Planning Commission back to order at 8:38 <br />p.m. <br /> <br />Motion by Chairperson Nixt, seconded by Commissioner Reeve, to recommend that the City <br />Council adopt Findings of Fact with variables favorable to the applicant relating to a request to <br />rezone the southwest quadrant of T.H. #47 and 153rd Avenue N.W. from B-1 Business to R-3 <br />Urban Residential. <br /> <br />Motion Carried. Voting Yes: Chairperson Nixt, Commissioners Reeve, Sweet, and Watson. <br />Voting No: Commissioner Brauer. Absent: Commissioners Johnson and Kociscak. <br /> <br />PLANNING COMMISSION BUSINESS <br /> <br />Case #9: <br /> <br />Request for Sketch Plan Review of Townhome Development; Case of Eighty <br />Seven LLC <br /> <br />Presentation <br /> <br />Community Development Director Frolik stated that Mark Strandlund of Eighty Seven LLC has <br />applied for sketch plan review of a 47-unit townhome development. The fee title owner is Blaine <br />Edmundson. The sketch plan is proposing 47 units, which equates to a gross density of 5.4 units <br />per acre. Net density is not expected to change substantially from the gross density as there are <br />no major roads proposed through the plat and there do not appear to be any wetlands present on <br />the property. The sketch plan is proposing a north/south private dead-end street that exceeds the <br />600-foot length restriction. City Staff is recommending that this street be a public street with the <br />standard 60 feet of right-of-way and private drives extend off the public street to access the <br />townhouse units. The developer is advised to research the possibility of tying the public street <br />into the service road to the south at some point in the future. City Staff recommends sketch plan <br />approval subject to the property receiving a rezoning and a comprehensive plan amendment, and <br />compliance with City Staff review letter dated November 28, 2001. It is noted that the outcome <br />of all of the reviews may impact the actual number of townhome units on the subject property. <br />Therefore, Staff is stating the general plat design is acceptable but is not committing to any <br />specific number of units at this time. <br /> <br />Mr. Damagalla pointed out that this is just a sketch plan. It is not tied to 47 units, nor is it tied to <br />this footprint.
