City Administrator Norman stated that the Council could choose to adopt the March 2001 <br />Comprehensive Plan and then continue with the amendments as proposed and accomplish four of <br />the six Comprehensive Amendments. <br /> <br />Councilmember Hendriksen stated that earlier in the year there was action to change language in <br />the March 2001 draft to include Certain verbiage stating that the Central Planning Area would be <br />changed to Central Rural Preserve, he questioned what the status of that language change was. <br /> <br />City Administrator Norman replied that the Council would proceed with the language change as <br />part of the amendment process. At this time the City has been requested to complete the <br />adoption process on the March 28, 2001 Comprehensive Plan and then proceed as proposed with <br />all other agreed to changes. <br /> <br />Mayor Gamec noted that att(:;~endments being proposed will be presented on January 24, 2001 <br />and then once a final decision is '~ade by the City Council they will be presented to the Met <br />Council as an amen~t to the c~mprehensive Plan. <br /> <br />City Administrator N6rman-:ii~t~d ~:~;?i~ll. amendments as proposed would go forward as <br />planned. The Comprehensive P!ag..i?~s at~proyed by the Met Council on March 28, 2001, and <br />procedurally the plan needs toye hdopi~d bef0~e December 28,2001. <br /> <br />Councilmember Hendriksen inquired".!r the City.)~!~.d~.a public hearing on the March 28, 2001 <br />City Attorney Goodrich replied yes, noting thCS:it ~s heldi:n;:June 2001. <br /> <br />Councilmember Hendriksen inquired if they?aH' ¢~>:~} ~agre~d?;~? change the language in the <br />Central Planning Area. <br /> <br />City Administrator Norman replied that the language change .W-0;ald be submitted as an <br />amendment. <br /> <br />Councilmember Hendriksen stated that one of the areas identified in the March 2001 <br />Comprehensive Plan as being problematic was the Central Planning Area, because it brought <br />concerns that City sewer and' water could be expanded and so they, as a Council, took action to <br />change the language to reassure the residents that nothing would happen for 20 years. Now the <br />Council is saying that they will go ahead and adopt a Plan with the or/ginal.language. <br /> <br />City Administrator Norman replied that staff is proposing that the Council complete the <br />Comprehensive Plan process from March 28, 2001, but still go forward with the amendments. <br /> <br />Councilmember Hendriksen stated that if they proceed as suggested they will not be adopting the <br />Plan that includes the Central Rural Preserve Area language. <br /> <br />City Council/December 11, 2001 <br /> Page 6 of 25 <br /> <br /> <br />
