Principal Planner Trudgeon stated that Chris Bulow of Bulow, Inc., has submitted an application <br />for a comprehensive plan amendment to change the land use designation' on the northeast <br />quadrant of Sunfish Lake Blvd. and Riverdale Drive from commercial to high density residential. <br />The subject property is designated for commercial uses in the current Comprehensive Plan and in <br />the March 2001 draft Comprehensive Plan. The Economic Development Authority and the <br />consulting firm of Hoisington Koegler Group Inc. have been working on a Highway #10 <br />Corridor Study and the draft to date designates the property for commercial uses. The Critical <br />Area element of the March 2001 Drai5 Comprehensive Plan has been approved by the <br />Department of Natural Resources. One of the criteria of that plan is to minimize density in the <br />Critical River Corridor. High-density residential conflicts with that criteria. The Critical Area <br />Plan also proposes that developing properties should contain 50% open space and the current <br />Critical River regulations in City Code restrict impervious surface to 30% of the lot area. The <br />Planning Commission review~.::~Mr. Bulow's request for a comprehensive plan amendment on <br />October 4. Staff conveye4;~onc~ to the Planmng Commission that Mr. Bulow could develop <br />the .5 acre lot with ~8~;~nho~'~ and meet the criteria' discussed above. Edina Development <br /> <br />Principal Planner Tmdgeon stated that Edina Development, Inc. has submitted an application for <br />a comprehensive plan amendment to change the land use designation for property located in the <br />Northwest comer of Alpine Dr. and State Highway 47. They would like to change the <br />commercial and single family residential designation to high density residential. The 1995 <br />Comprehensive Plan indicates that the subject property is designated for commercial and single <br />family residential uses. The March 2001 Draft of the Comprehensive Plan shows the subject <br />property designated for Places to Shop (Commercial). The applicant's request to high density <br />would allow up to 15 residential units per acre.
