Subd. 5. Unexcused Absences. Any Board or Commission mc. tuber having <br />three or more unexcused absences in any given year shall be cause for review of member status <br />on the Board or Commission and the City Council shall make a determination, with Board or <br />Commission recommendation, as to that member's continued service on the Board or <br />Commission. <br /> <br /> Subd. 6, Term Limits. Individuals serving on City Boards and <br />Commissions shall be limited to two consecutive four-year terms of office, in addition to any <br />partial term the individual has been appointed to fiflfill for a predecessor. Individuals may apply <br />to a different commission immediately upon re, aching the term limit on one commission. <br />Individuals may reapply to the original commission only after being off the commission for at <br />least one four-year term. <br /> <br />2.03.03 <br /> <br />Organization, Meetings, Etc. <br /> <br /> Subdivision 1. Regular and 'Special Meetings.' Regular meetings of <br />boards and commissions Shall be held at least once, a month with a date and time determined by <br />the Board or Commission. Special Board and Commission meetings may be called by the <br />chairperson, vice chairperson or any two members of the Board or Commission as deemed <br />necessary. <br /> <br /> Subd. 2. Open Meetings, Meeting Minutes and Expenditr~res. All <br />meetings shall be public meetings and open to the public. The Board or Commission shall <br />follow Robert's Rules of Order for the transaction of business and shall keep a record of its <br />resolutions, transactions, and findings, which record shall be a public record. Said record shall <br />be transmitted to the City Council for its review on a monthly basis. On or before .lanuary first <br />of each year, the Board or Commission shall submit to the City Council a report of its work <br />during the preceding year. Expenditures of the Board or Commission shall be within amounts <br />appropriated for that purpose by the City Council. <br /> <br /> Subd. 3. Order of Business. Each meeting of the Board or Commission <br />shall convene at the time and place appointed therefore. <br /> <br /> Subd. 4 Amendment of Order of Business. The order of business may be <br />varied by the presiding officer or upon Board or Commission motion, but all public heatings <br />shall be held at the time specified in the notice of hearing. <br /> <br /> Subd. 5. Agendas. An agenda of business for each regular meeting shall be <br />prepared by the Clerk or the Clerk's designated representative and filed in the office of the Clerk <br />not later than five days prior to the meeting. The agenda shall be prepared in accordance with <br />the order of business and copies thereof shall be delivered to each Board or Commission member <br />as far in advance of the meeting as time for preparation will permit. No item of business shall be <br />considered unless it appears on the agenda for the meeting, but the commission or board may, in <br />its discretion, consider matters not appearing. <br /> <br />2-6 <br /> <br /> <br />
