The number ol tons required for
street patching is estimCted on an individual i: :'oject basis. The rate charged for patchi-,g will be
$150 per ton of bitun .:.~,us mate~.ral which includes labor. Table 3 contains a summary of
construction costs for Projects 01-01 through 01-11.

Projects 01-12 through 01-16 consist of applying ~.,? and one-half inch bitumious overlays onto
the existing pavement. The pavement distress on these proposed overlay projects indicate that
additional pavement strength is needed. Prior to the overlay, failed areas will be removed and
patched by City forces. The existing pavement will be tack coated and a machine laid one and
one-ha.i~ inch overlay will be placed. Existing driveways will be feathered to match the new
pavement. The overlay will be shouldered with topsoil and seeded to eliminate the drop off at
the pavement edge formed by the overlay. Table 4 and 5 contain overlay project quantities and
costs. Previous years Iow bid and estimated 2001 unit prices for o,verlays are as follows:

Overlay
Program S/Ton

1993 Actual $19.00
1994 Actual $21.00
1995 Actual $22.50
1997 Actual $27.25
1998 Actual $23.06
1999 Actual $22.65
2000 Actual $26.25
2001 Estimated $28.50

FINANCING

In addition to construction cost, overhead charges of twenty-two percent (22%) will be applied to
cover the following services:

Engineering and Inspection
City Staff Administration
Bonding and Legal
Pavement Management Fund
Contingencies

10%
5%
2%
2%
3%

It is the City's policy to assess property owners fifty percent (50%) of the total project cost of the
improvements for projects associated with the annual street maintenance program. Properties are
assessed equally regardless of front footages or property size, since coiner lots and cul-de-sac
lots, which are common within the City, would receive widely disparate assessments. Since
projects are generally classified by subdivision which have similar characteristics and lot sizes, it
is felt that there is a fair apportionment of project costs when assessed equally within the
individual subdivisions.
