Pemble(~co.anoka.mn.us '--., :": ' J <br /> <br /> · <br /> <br />Preliminary Plat <br />Sunfish Gateway Development <br /> <br />Dear SyNia: <br /> <br />We have reviewed the preliminary plat of Sunfisl~ Gateway, to be located in the northwest quadrant of CSAH 57 <br />(Sunfish Lake Boulevard) and iVlcKinley Street NW within the City of Ramsey, and I offer the following comments: <br /> <br />Existing right-of-way adjacent to CSAH 57 should be adequate for future reconstruction purposes (120 feet - <br />total right-of-way corridor as per Anoka County Ri*~ht-of-Way Plat Number i). <br /> <br />It appears that all applicable sight.distunce requirements can be met for this development, however, <br />ctearmg and grading will be necessary within the southeast corner of the property in order to meet Case I <br />sight distance requirements. 'Uae necessary clearing and grading will likely be accomplished as a part of <br />the construction of the pond to be built in this area. The City and the Developer shalI ensure that all <br />applicable si~t distance requirements are met for th. is development, as well as within the northwest <br />quadrant of CSAH 57 and McKinley Street NW. Please.note that no trees or other plantings are permitted <br />within the county right-of-way. Care must be exercised when locating signs, plantings, berms and otc <br />outside of the county right-of-way, so as not to create any sigitt distance obstructions for ~is site. <br /> <br />Since this site is adjacent to a city street, no access po/nm onto CSAH 57 are to be approved. This site is <br />large enough to accommodate a satisfactory internal traffic flow scheme, and all access for this site is to be <br />made via McKinley Street NW only. If the City'ofRzumsey approved direct access for this site onto CSAH <br />57 contrary to.our recommendation, the access point should be located near the north end of the property to <br />where it would tine 'al: directly opposite of Sumfish Lake Court. T"aere are several existing <br />driveways/enmmces fi-om previous property uses within the boundaries of this plat that shall be removed as <br />a part of this development. The right-of-way at each of these locations shall' be restored to match the <br />existing ditch section along CSAH 57. R/ght-of-access along CSAH 57 is to be dedicated to Anoka <br />County. <br /> <br />Calculations must be submitted along with a grading and erosion control plan that delineates the drainage <br />areas for this site. The post-developed rate/volume of runoffshall not exceed the pre-developed <br />rate/volume of runoff for the 10-year, 24-hour storm, utilizing the "SCSMethod." Any existing culverts <br />from the in-place dri,~eways along CSA3t 57 are to be removed and the ditct~ re-~m-aded to drain in the same <br />direction as the' existing conditions. <br /> <br />A permit for work within the county right-of-way is required and must be obtained prior to the <br />commencement of construction. Contact'Koger Buffer, Traffic Engineering Coordinator, or Josie Scott, <br />Permit Technician, for further information regarding the permit process.
