Voting Yes: Mayor Gamec, Councilmembers Zimmennan, Anderson, <br />Hendriksen, and Kurak. Voting No: None. <br /> <br />Case #2: Consider Ending Probationary Period of Community Development Secretary <br /> <br />Human Resources Manager Heryla stated that JoAnn Shaw assumed the position of Community <br />Development Secretary on July 12, 2000, and her six-month probationary period date was <br />1anuary 12, 2001. Based on the satisfactory six-month appraisal, staff recommended that <br />Community Development Secretary JoAnn Shaw be retained as a regular, full-time employee <br />effective January 12, 2001. <br /> <br />Motion by Councilmember Zimmerman, seconded by Mayor Gamec, to recommend that the City <br />Council end probationary period for Community Development Secretary JoArm Shaw and grant <br />her the status of regular full-time employee effective January 12, 2001. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Zimmerman, Anderson, <br />Hendriksen, and Kurak. Voting No: None. <br /> <br />Case #3: AFSCME Contract Negotiations <br /> <br />Human Resources Manager Heryla stated that on January 9, 2001, the City's negotiating team <br />and representatives of AFSCME reached a tentative agreement on an employment agreement that <br />covers one year, the period of January 1, 2001 through December 31, 2001. AFSCME members <br />scheduled a meeting to vote on the proposal January 11, 2001, and the membership approved the <br />proposed agreement. The contract provisions include: <br /> <br />Cost of living adjustment: Three percent for 2001; <br />New Compensation Plan: Brings all union employees to market rates with proposed four <br />percent annual steps to keep employees at market rates. COLA increases will be the only <br />increase paid to all employees as of January 1, 2001; Market increases and all step increases <br />will occur on each employee's amaiversary date beginning January 2001. Those employees <br />who do not have an mmiversary date by July 2001, will receive a four percent wage increase <br />and the balance of their scheduled market rate increase on their anniversary date; employees <br />will fully enter the market rate-adjusted step plan as of their anniversary date, 2001.
