.I <br /> <br />Council member <br />adoption: <br /> <br />introduced the following resolution and moved for its <br /> <br />RESOLUTION #01-01- <br /> <br />RESOLUTION AUTHORIZING ACQUISITION OF PROPERTY FOR INDUSTRIAL PARK <br />DEVELOPMENT. <br /> <br /> WHEREAS, the City of Ramsey (the "City) has previously developed land within the City for <br />industrial development purposes known as industrial parks; and <br /> <br /> WHEREAS, the City's current industrial parks are nearly fully developed with few remaining <br />sites available for development; and <br /> <br /> WHEREAS, the City has an interest in developing industrial parks in order to attract industrial <br />development by offering managed site control; and <br /> <br /> WHEREAS, site control allows the City to focus on quality development and manage growth <br />development, both of which are competitive advantages in attracting industrial development to the <br />City; and <br /> <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br /> WHEREAS, industrial park development encourages economic development by creating jobs <br />in tb_e City and increases property values; and <br /> <br /> WHEREAS, industrial park development allows for diversification of property tax dollars <br />which reduces the property tax demand on residential properties; and <br /> <br />I <br /> <br /> WHEREAS, it is more difficult for the private sector to develop an industrial park than it is the <br />public sector because of the large holding costs related to this type of development; and <br /> <br />I <br /> <br /> WHEREAS, the City continues to receive numerous inquiries about the availability of quality <br />industrial 'sites within the City; and <br /> <br />I <br /> <br /> WHEREAS, the real property described below (the "Subject Property") can feasibly be <br />connected to municipal utilities and has good development' characteristics for development as an <br />industrial park; and <br /> <br /> WHEREAS, pursuant to Minn: Stat. §469.124, et. seq. (the "Development District Act") the <br />City has established Development District No. 1 (the "Development District") by resolution duly <br />adopted, and subsequent resolutions, the City adopted the Development Program and approved <br />creation of the Development District; and <br /> <br /> WHEREAS, the purpose of the State Legislature in establishing City Development Districts, is <br />to promote new developrnent in areas of a City that are already built up in order to provide <br />employment opportunities, to improve the tax base, and to improve the general economy of the State; <br />and <br /> <br />! <br />I <br />I <br />I <br />I <br /> <br /> WHEREAS, Minn. Stat.. §469.124, in order to accomplish said statute's purpose, attthorizes <br />cities, amongst other things, to develop a program for improving a Development District of the City to <br />provide impetus for commercial development,, to increase employment, to provide off~street parking to <br /> <br />-210- <br /> <br />I <br />I <br /> <br /> <br />
