I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br />:I <br /> <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />I <br />I <br /> <br /> CASE #: ~ <br />REQUEST FOR SITE PLAN REVIEW OF ORCHARD HILLS; <br />CASE OF HOMESTEAD MULTI-FAMILY DEVELOPMENT <br />By: Megan Wald, Community Development Assistant <br /> <br />Background: <br /> <br />Mike Schneider of Homestead Multi-Family Development has applied for site plan review to <br />develop 42 for-sale townhome units on the property located South of 153~d Avenue NW '-~d <br />Bill's Superette and east of St. Francis Blvd. (State Highway #47). <br /> <br />The following items are enclosed: <br /> <br />b) <br />c) <br />d) <br />e) <br />f) <br /> <br />Site location map <br />Site Plan <br />Letter from MnDot dated December 26, 2000 <br />Draft Planning Commission Meeting Minutes dated December 5, 2000 <br />City Staff Review Letter dated December 1, 2000, revised January 3, 2001 <br />Proposed Development Permit <br /> <br />Notification: <br /> <br />Site Plans are not required to be subjected to public hearings. However, the applicant is <br />requesting Preliminary Plat approval and State statute requires notification of a Public hearing to <br />owners of property within 350 feet of the subject property. Residents within 750 feet of the <br />subject property are aware of the proposed development. <br /> <br />Observations: <br /> <br />The subject property is approximately 10.13 acres and is currently ZOned R-3 Urban Residential, <br />which allows up to 7 units per acre. The current comprehensive plan targets this site for medium <br />density residential of up to 7 units per acre. The draft Comprehensive Plan targets this area for <br />high-density residential uses and high density has been established at a maximum density of 7 <br />units per acre. The proposed 42 town.home units equates to a gross density of 4.2 units per acre <br />and a net density of 4.4 units per acre (net density is calculated by excluding Outlot A). <br /> <br />The project area abuts two singl'e family rural residential lots on the extreme east and a single- <br />family urban residential neighborhood on the southeast and south boundaries. To the north of <br />the subject property is an existing business development (Bills Superefte, Ramsey Clinic and <br />Pharmacy). <br /> <br />The proposed townhome units will 'contain two bedrooms, however thirty-four (34) units will <br />have the option to have a legal third bedroom downstairs. The townhome units meet or exceed <br />the minimum floor area, garage area, and setback requirements established in the R-3 district. <br /> <br />-237- <br /> <br /> <br />
