Olson, City Engineer <br /> <br />Background: <br /> <br />As a condition of the permit that we received from the Department of Natural Resources for crossing Wetland 114P <br />during the construction of Sunwood Drive between County Road 5 (Nowthen Boulevard) and County Road 57 <br />(Sunfish Lake Boulevard) the City of Ramsey was required to build a 100 foot bridge and install a ditch block in <br />County Ditch No. 43. <br /> <br />In order to construct this ditch block and to continue with the cleaning of any County Ditch, the City of Ramsey has <br />to obtain jurisdi..ction of these ditches. To obtain-jurisdiction of these ditches, the Lower Rum River Water <br />Management Organization must sign a joint powers agreement. Before the LRRWMO will sign this joint powers <br />agreement, it wants to see a feasibility study completed for each of the County Ditches that we are proposing to <br />clean and maintain. <br /> <br />The cleaning of this County Ditch has been outlined in the 2002 Capital Improvement Program (illustration <br />attached) and will continue to be programmed for completion in that year. We are not proposing to complete this <br />project any sooner than that, but due to size of the project, its relationship with County Ditch 43 cleaning, and its <br />relationship with the Elmcrest Park area, we recommend the completion of this feasibility study as early as practical. <br /> <br />The funding of this feasibility study would come from the storm drainage utility. <br /> <br />Recommendation: <br /> <br />To authorize the hiring of John Oliver & Associates for the completion of a feasibility study for the <br />cleaning of County Ditch No. 66&3. <br /> <br />Council Action: <br /> <br />Motion to authorize the hiring of John Oliver & Associates for the completion of a feasibility study for <br />the cleaning of County Ditch No. 66&3. <br /> <br />Reviewed by: <br />City Administrator <br />Director of Public Works <br />Finance Officer <br /> <br />CC: 01/09/01 <br /> <br />-3o5- <br /> <br /> <br />
