I I I I I I I I I I I I I I I I I I I AUTHORIZATION TO HIRE CONSULTANT ENGINEER TO PREPARE FEASIBILITY STUDY FOR CLEANING OF COUNTY DITCH 66&3 By: Brian E. Olson, City Engineer Background: As a condition of the permit that we received from the Department of Natural Resources for crossing Wetland 114P during the construction of Sunwood Drive between County Road 5 (Nowthen Boulevard) and County Road 57 (Sunfish Lake Boulevard) the City of Ramsey was required to build a 100 foot bridge and install a ditch block in County Ditch No. 43. In order to construct this ditch block and to continue with the cleaning of any County Ditch, the City of Ramsey has to obtain jurisdi..ction of these ditches. To obtain-jurisdiction of these ditches, the Lower Rum River Water Management Organization must sign a joint powers agreement. Before the LRRWMO will sign this joint powers agreement, it wants to see a feasibility study completed for each of the County Ditches that we are proposing to clean and maintain. The cleaning of this County Ditch has been outlined in the 2002 Capital Improvement Program (illustration attached) and will continue to be programmed for completion in that year. We are not proposing to complete this project any sooner than that, but due to size of the project, its relationship with County Ditch 43 cleaning, and its relationship with the Elmcrest Park area, we recommend the completion of this feasibility study as early as practical. The funding of this feasibility study would come from the storm drainage utility. Recommendation: To authorize the hiring of John Oliver & Associates for the completion of a feasibility study for the cleaning of County Ditch No. 66&3.
