THIS GRANT AGREEMENT I 1G0002/605, and amendments and supplements thereto, is between the State of Minnesota. <br />acting through its ,.Minnesota Department of Health (hereinafter "STATE") and Ramsey Police Department. an independent <br />organization, not tin employee or' the State oi: Minnesota. address: 15153 Nt)wthen Boulevard Northwest, Ramsey, Minnesota <br />55303 (hereinafter" GRANTEE"), witnesseth that: <br /> <br />WHEREAS, the STATE, pursuant to Minn. Stat. §[44.05 is empowered to plan. facilitate, coordinate, provide, and support <br />the organization or' services for the prevention and control of illness and. disease and the limitation of disabilities resulting <br />therefrom, and <br /> <br />WHEREAS, the STATE, pursuant to Minn. Stat. SS I44.396 is empowered to award competitive grants to eligible applicants <br />for projects and initiatives directed at the prevention of tobacco use by Minnesota youth, and <br /> <br />WHEREAS, GRANTEE represents that it is duly qualified and willing to perform the services set forth herein. <br />NOW, THEREFORE, it is agreed: <br /> <br />GRANTEE'S DUTIES <br /> <br />.GRAN:TEE shall work W-ith the.STATE,.concerned community organizations and individuals,:and other . .. <br />grantees who have Minnesota Youth Tobacco Prevention Initiative (INITIATIVE) grant agreements to <br />change, the social environment at the community level to make tobacco use unacceptable and undesirable. <br />These activities are county based and shall be performed in the cities of Ramsey and Anoka (SERVICE <br />AREA). <br /> <br />GRANTEE shall focus on enforcement activities and strategies designed to reduce and / or eliminate <br />commercial and / or social youth access to tobacco products. GRANTEE shall attempt to [ink youth access <br />enforcement projects with ongoing,:community-based projects throughout Minnesota. GRANTEE shall <br />work Io integrate individual activities with statewide; local, community-based; and populations-at-risk <br />project opportunities currently under development as well as other appropriate statewide and regional <br />efforts. <br /> <br />GRANTEE shall target pOlicies and practices that make tobacco products available and affordable through <br />commercial sources. <br /> <br />GRANTEE shall use the Tobacco Complia~ce Cf, eck Mcmual - May 1999 and the data-collection form <br />and protocol included in this manual and developed by the STATE as a guide for local enforcement <br />activities. <br /> <br />GRANTEE shall enforce laws prohibiting tobacco sales to m/nors uniformly (using standardized data <br />collection forms, protocols, and the use of trained, consistent-aged buyers). <br /> <br />GRANTEE shall identify all retail tobacco outlets within the SERVICE AREA. <br /> <br />GRANTEE shall educate merchants and the community about adolescent tobacco use and adolescent <br />access to tobacco. <br /> <br />GRA. NTEE shall support and / or strengthen local laws prohibiting tobacco sales to minors by increasing <br />the number of compliance checks from one (1.) per year to one (t) per month and shall work to remove all <br />vending machines in the SERVICE AREA. <br /> <br />GRANTEE shall publicly recognize retailers and employees who demonstrate compliance with youth <br />access laws. <br /> <br />J.
