Based on a meeting with the applicant subsequent to the Planning Commission meeting, Ci~ Staff recommends that the proposed findings of fact be amended to reflect the receipt of a phasing plan; that the permit limit excavation to no more than two sub-areas at any give time, restrict imported materials to topsoil, and the trucks must have additional axles when truck traffic has no alternative but to utilize streets constructed at less than 9 ton standards. To assist City. Council, these proposed changes to the findings and permit proposed by the Planning Commission are underlined in the respective documents attached.
