The applicant is also <br />proposing two new cul-de-sacs, Inverness Court and St. Andrews Court. Both cul-de-sacs <br />conform to city ordinances and do not exceed 600 feet. However, the naming of the cul-de-sacs <br />deviate from City Street naming guidelines and will need Council approvaI. <br /> <br />In accordance with the May 9, 1989 Northfork Park Dedication Agreement, there is a park <br />dedication obligation of $500 per lot to be met in this plat. The City has established a trail <br />development fee of $325 per dwelling unit (effective Jan. 1, 2001) that is collected prior to the <br />release of the final plat for recording. <br /> <br />The standard 10-foot drainage and utility easements (5 feet on common property lines) are <br />provided on lot perimeters. Additional utility and drainage easements will be needed as <br />referenced in ~he preliminary plat review letter. <br /> <br />This development will require the issuance of a Watershed Management Organization permit. <br />Additionally, an erosion control plan must be submitted to the City as part of the grading and <br />drainage plan. <br /> <br />The grading and drainage plan is generally acceptable. Specific changes to the plans are <br />addressed in the preliminary plat review letter. <br /> <br />The Planning Commission re'viewed the preliminary plat request at their January 2, 2001 <br />meeting. During the public hearing, citizens raised questions regarding the expansion of existing <br />man-made lakes, street naming within the plat, the route of trucks during the grading operations, <br />and phasing of the project. <br /> <br />Recommendation: <br /> <br />City Staff and Planning Commission recommends that the developer be directed to proceed to <br />final plat stage contingent upon compliance with City Staff review letter and determination by <br />City Council on the required lot widths at the front setback line for certain lots. <br /> <br /> <br />
