City of Ramsey
15153 NOWTHEN BOULEVAFiD N.W., RAMSEY, MINNESOTA 55303

PHONE: (733) 427-1410 FAX (763) 42%5543
TDD (763) 427-8591

I
I
I
I
I
I
I
I
I
I
!
I
I

-126-

3anuary 17, 2001

Mr. Dennis Peck
North Fork, Inc.
434 Bear Ave. S
Vadnais Heights, ~ 55127-7003

Re: Preliminary Plat Review; Northfork-St. Andrews Addition

Dear Dennis:

We are in receipt of your revised Preliminary Plat and Grading Plan for Northfork-St. Andrews
Addition consisting of four sheets prepared by Utteig Engineer's Inc., dated January 12, 2001. W'e
of-r%r the following comments:

Zoning and General: The property is zoned Planned Unit Development and is a part oF the
approved concept plan for Norrhfork dated January 1, 1985. The preliminary plat currently under
review proposes to create 44 new single family lots. The lots to be created were originally
approved in the preliminary plat of Northfork 5s' Addition. That plat has since expired.
Therefore, a new preliminary plat approval is required for this area. The total number of lots (44)
will be in conformance with the preliminary plat approved in 1995.

Lot Dimensions and Area: In keeping with the Northfork PUD concept modifications approved
in May of 1990, all of the lots in Northfork-St. Andrews Addition are at least one acre in size.
The minimum lot width required in the Nor-rkfork PUD is 160 feet at the front setback line. It
appears that Lots 2 and 4, Block 1 and Lots 11-13, Block 2 do not meet the minimum lot width
'requirement for the PUD.

The City Council will be discussing how the lot width should be resolved. Opt/ohs include
redrawing common tot lines, consolidation of lots, or requiring homes to be built at the 160-foot
lot width line of those lots that are deficient. The information that you provided to the City
regarding the location of the housepad in relation to the front lot line and the lot width at that
point will be provided to the City Council

Soils: The sandy soils in this area drain very well and are classified by the Soil Conservation
Service as Group A soils. Group A soils have high infiltration rates but are susceptible to wind
erosion when exposed. Every effort should be used to minimize erosion impacts to existing
neighborhoods by watering when soils are exposed and establishing turf as soon as practical after
construct/on is complete.

Park Dedication: In accordance with the May 9, 1989 Northfork Park Dedication Agreement,
there is a park dedication obligation of $500.00 per lot.

Streets: The lots are proposed to receive public access from the extension of St. Andrews Lane
to the north. In addition, the applicant is proposing two new cul-de-sacs, Inverness Court and St.

I
I
I
I
I
