Both cul-de-sacs conform to city ordinances and do not exceed 600 feet in <br />length. The street names on the cul-de-sacs, however, deviate fi-om the Ramsey street naming <br />guidelines and will need Council approval. <br /> <br />The proposed sweets are 30 feet face to face and are consistent with the standard detail for streets <br />in the area. According to the minimum subdivision design standards in Chapter 9 of the City <br />Code, cul-de-sacs must have a minimum diameter of 100 feet. The revised plans show that this <br />standard is being met. <br /> <br />There is also not a dimension for the intersection radii but it should be noted that these must be at <br />least 20 feet. It appears from scaling that this standard is being met. <br /> <br />All street grades meet the design standards of not less than 0.4% and no greater than 4%, <br />According to the design standards, a tangent of at least 50 feet should be introduced between <br />reverse curves on all streets. The proposed alignment varies from this requirement-in two areas <br />on Inverness Lane, however, Staffbelieves that this requirement be waived due to the length of <br />curves that are being proposed. An increase in the tangent len~hs between the reverse curves <br />will likely increase the degree of curve and sharpness of the curves and therefore not achieve the <br />desired results of increasing sight distances. <br /> <br />Drainage and Grading Plan: This development will require the issuance of a Watershed <br />Management Organization permit. It appears from the Wetland Inventory Map that there may be <br />wetlands close to the site and the WMO will verify these results in their permitting process. <br /> <br />An erosion control plan must be submitted as part of the grading and drainage plan. Silt fence <br />should be placed along disturbed areas that come within 25 feet of the adjacent properties and <br />'golf course. <br /> <br />It is preferable to have surface drainage grades greater than 2%, but absolutely not less than 1% <br />and surface drainage should not be transmitted over distance greater than 700 feet. It appears that <br />all grades are at least 1%. The lots with slopes less than 2% will be listed in the development <br />agreement and will need a certificate of survey prior to issuance of a certificate of occupancy <br />verifying grades and elevation. <br /> <br />Easements: The standard 10 foot drainage and utility easements (5 feet on common property <br />lines) are provided on lot perimeters. <br /> <br />All areas to be used for the transference and storage of storm water should be dedicated as <br />drainage and utility easements. Any ponding that is used for storage of storm water discharge <br />fi-om the street and the development shall be included in a drainage and utility easement up to the <br />Ordinary High Water level and should have at least one easement for access. This access can and <br />is most often the same as the easement for the storm water discharge pipes and is required for <br />future maintenance. <br /> <br />-127- <br /> <br /> <br />
