-12-

Councilmember Hendriksen stated that if you do wi-mt Mr. Nonnan just read, you will increase
the number of Councilmembers to seven in the year 2002. Now you have four Councilmembers
being elected in a non-presidential year.

Chairperson Kiei'er stated he was thinking of staggered terms.

Commissioner Childs inquired if you could go with the interim two-year terms. He asked wl:~o is
in favor ofstaaaer'in~ it.

Mr, Goodrich stated he could contract the Attorney General for the language.

It was commented that/:bt 2002, you will have two Councih'nembers up for election plus the two
additional Councilmembers, with one of the four running for the interim.

Chairperson Kiefer asked how you would determine who does the two-year term.

Mr. Goodrich responded that State Statutes has a system set ttp for staggering in statuto~Ly cities
and we would fotlow that.

Councihnember Cotmolly stated that would work so that the majority of the council would be
voted in a presidential election year.

Mr. Norman asked if that one seat becomes a permanent two-year term.

Commissioner Vogt suggested using the wording Jim Norman read but add "there will be a
staggering of one person for a two-year interim and the other three would be t:br four years".

Councih'nember F[endriksen stated ti:mt maybe the Commission should consider malting that a
permanent two-year position. If you decide to do wards, you would have to tinker with this
anyway.

Councilmember Cmmolly stated that the person who gets the "C" position could go by the
number of votes.

Commissioner Henke liked the idea of a permanent two-year ten'ri.

Chairperson IGefer stated that the problem is that yott are making an assumption we will go to a
ward system. The other problem he saw is you will have a lot of people scrambling to run for
the four-year. There will be less out-of-pocket expenses.

Councihnember Cormolly stated that you could run for Council and the top two vote getters get a
tbur-year and the third gets a two-year.

Commissioner Vogt stated he is uncomfbrtable in rnaking this a permanent two-year term.

Charter Commissiou- September 6, 20110
Page 8 o[' 12

I
I
I
I

I
I
I
I
I
i
I
I

I
I
I
