Motion by Commissioner Vogt and seconded by Commissioner LaMere to send the following to the City Council for language for the November 7, 2000 ballot: Shall the number of Councilmembers be increased from four to six with the election year 2002. Further discussion: It was discussed whether or not the verbiage relating to an interim, two-year term would be included. Commissioner Donovan suggested that the interim two-year term would be the Commission's recommendation, but that it is not necessary to put that language to a vote. Motion carried. Voting Yes: Chairperson Kiefer, Commissioners Vogt, LaMere, Childs, Donovan, Henke, Netzloff and Rosenow. Voting No: None. Absent: Commissioner Spain Brist. The second issue was the discussion of primaries and wards. Chairperson Kiefer asked if anyone is interested in either of these items. A straw poll was taken. Commissioner Vogt - wards Commissioner P,.osenow - no decision Chairperson K/efer - wards Corm'nissioner Netzloff- wards. Commissioner LaMere - Primaries Commissioner Donovan - wards Commissioner Henke - wards Chairperson Kiefer asked if there was any interest in putting the ward question on the ballot. Commissioner Vogt - no Commissioner Rosenow - no Commissioner Childs - no Chairperson Kiefer - abstain Commissioner Henke - no Commissioner Donovan- yes Commissioner LaMere - no Commissioner Netzloff- no Discussion ensued relating to drawing ward lines. Consensus of the Commission was to put an itern on the next agenda that would bring about the discussion of whether or not it is valuable to draw wards without the intent of using them within the next couple of years.
