-214- <br /> <br />Councilmelnber <br /> <br />introduced the following resolution and moved for its adoption: <br /> <br />RESOLUTION #01-01-XXX <br /> <br />RESOLUTION EXPRESSING SUPPORT FOR NORTHSTAR CORRIDOR STATION <br />AREA LAND USE PLANS <br /> <br />WHEREAS, the City of Ramsey has submitted to the Metropolitan Council a Comprehensive <br />Plan for review that references the City's involvement in the Northstar Corridor Development <br />Authority for the development of commuter rail service between Minneapolis and St. Cloud, <br />Minnesota, and the development of station locations within the Northstar Corridor; and <br /> <br /> WHEREAS, the Metropolitan Council will review the plan in accordance with the <br />Metropolitan Land Plam~ing Act (Minn. Stat.473.864) for consistency with regional plans for <br />transportation and other regional plans and policies; and <br /> <br /> WHEREAS, the City of Ramsey is a member of the Northstar Comdor Development <br />Authority (NCDA), a govermnental entity consisting of several counties, regional railroad <br />authorities, cities and townships, established pursuant to a joint powers a~m'eement to provide a <br />mechanism for parties to jointly address comrnuter rail and other transportation improvements <br />along the Northstar Corridor which encompasses the Trunk Highway 10/47 comdor and the <br />Burlington Northern Santa Fe mainline from St. Cloud area to Minneapolis; and <br /> <br /> WHEREAS, the NCDA has completed a feasibility analysis on commuter rail in the <br />Northstar Corridor and a maj or investment study, an environmental impact statement, conceptual <br />and preliminary engineering and an advanced corridor plan is presently being worked on; and <br /> <br /> WHEREAS, the Metropolitan Council is working with the Northstar Corridor <br />Development Authority and local govermnents in the Twin Cities region to promote <br />transportation alternatives that link affordable housing, jobs and transit to sustain livable <br />communities within a broader regional smart growth strategy that makes efficient use of land and <br />transportation infrastructure; and <br /> <br /> WHEREAS, station area land use plans serve to maximize the benefits of federal, state <br />regional and local transit investments by providing for compact development with mixed land <br />uses that are designed to be pedestrian-friendly. <br /> <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br />RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br /> <br />1) <br /> <br />That the City of Ramsey prepare a station-area land use plan in collaboration with the <br />Northstar Corridor Development Authority and the Metropolitan Council that may be <br />adopted as an amendment to the Comprehensive Plan in order to achieve land use <br />development patterns that support commuter rail station investments. <br /> <br /> I <br /> I <br /> I <br /> ! <br /> <br /> I <br /> I <br /> I <br />I <br /> <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br /> <br />
