Presentation - <br /> <br />Mr. Trudgeon stated that North Fork, Inc. has applied for preliminary plat approval of St. <br />Andrews Addition. The plat consists of 44 lots ranging in size from 1 to 3.5 ac[es. ~ but 6 of <br />the lots meeting the 160 foot minimum lot width requirement for the Northfork'?.U.D-. at.the 40 <br />foot building setback. Four of those 6 lots can be easily reconfigured':f$' meet the..~width <br />requirement but Lots 11 and 12 of Blo'ck 2 are very narrow. A couple of.PPtions are to make <br />Lots 11 and 12 one lot or require a building setback at a point where-the lots are 160 feet <br />The proposed street names deviate fi:om the ~m'id pattern but have b-eenl approvs~ in the past for <br />Northfork. ~ ~.:~ <br /> <br /> Citizen Input : .... <br /> <br /> Dennis Peck - Director Of Development for Northf0rk - Stated that. he has reviewed the Staff <br /> Review Letter and a~ees that most of the lots can be reconfigured, to meet the 160 foot width <br /> requirement at the standard building setback line. On Lots 11 and I2' will back up to the lake so <br /> there is a limit as to how far back on the lots the homes can be sited. Mr. Peck stated that his <br /> engineer is working to resolve Lots 11 and 12 in a way that the homes:Would~ . not'have to be set <br /> back from the front property, iine any further t..han 80 feet. If the setback_is. I~imited to 100 feet, <br /> they should be able to meet the 160-foot lot width requirement at that point.. Mr. Peck stated that <br /> he will supply erosion control' data to'-the City Engineer. There are".no living trees on the <br /> property, but each lot will be ~re~tuired"~ do substantial planfogs.by, the builder. Historically, <br /> street names in this area ofNorthfc rk have'been associated with British links. <br /> <br /> Larry Koshak - 15700 St. Andrews Lane 2 Stated' that there is a history in this development and <br /> there was supposed' to bed lake called North Fork Lake and it appears that North Fork Lake is no <br /> lon~er a concept.'; 'It was supposed to be a combinatibn of the existing manmade lake to the east <br /> that was supposed to extend onto this plat. ,~,.. - <br /> <br /> Mr. peck replied that there Will be no continuation of the two lakes because of the golf course; <br /> there is no way to cormec~ the tWo lakes. In 1989, there was a concept plan for a 3~ lake but at <br /> this point there ~as not'been any discussi0'n of one big lake for a long time. <br /> <br />"'~a~-y KSshak- State~I-that he~'objects to calling the street St. Andrews Court as it could be <br /> confusing. 'The ~ading ptan~calls for some exportation of materials and he doesn't want that <br /> traffic on residential streets. <br /> <br /> Mr. Peck stated:that there is a ~ading plan that has been submitted to the City. At this point, Mr. <br /> Peck reviewed~an overhead of the entire Northfork P.U D. and identified the subject area. The <br /> .ori~nal ~ading plan called for exporting 800,000 yards of material and that has been eliminated <br /> because there, is no market and North Fork is trying to reach finality of this phase. There is 30 <br /> 'acres south'of t 53rd that the draft comprehensive plan targets for residential multiples. It is a low <br /> area that could use some fill. The City has an interest in taking some of the fill material fi:om St. <br /> Andrews Addition for the extension of 153~ Avenue N.W. Additienal fill may also be needed <br /> elsewhere within the P.U.D. And, 60,000-100,000 yards may go to Elk River this winter.
