Chairperson closed the reaular portion of the Planning Commission meeting at 7:48 p.m. in:Order <br />to conduct the following public hearing. <br /> <br />Public Hearing <br /> <br />Chairperson Nixt called the public hearing to order at 7:48 p.m. <br /> <br />Presentation <br /> <br /> Mr. Jankowski presented North Fork's request for a grading-']}errnit to ~xport approximately <br /> 300,000 yards of soils from the proposed St. Andrews plat.-~-'Mr. Peck described the several <br /> options for destinations for the mater/al in the previous case and haul routes. <br /> <br /> Citizen Input .7:' ': ~ :" ' <br /> <br /> Larry Koshak - 15700 St. Andrews Lane N.W. - Stated the proje¢~ fs an extremely large one and <br /> he doesn't believe that there is much ground that won't be uncovered at any ~ve~_time. This is a <br /> residential area and without proper erosion and sedimentation c6ntrol, thik project is not <br /> acceptable. There will be a lot of dust associated with this project. The developer does not have <br /> a good record as far as erosion control; these issdes have been raised on past projects and nothing <br /> has been done. It seems that there i's no 'communicati°n'or controi between North Fork and their <br /> contractor, Rehbein. The workhe has most disa~eem~nt Within t~-past occurred on weekends <br /> and there is no one at City Hall to address the issue~., :In this project, hours of operation should <br /> be limited to the reg-ular work week and exctnde ~ekends.. .... <br /> <br /> Upon inquiry from Commissioner Reeve, Mr. Jankowski stated that the permit requires a <br /> financial surety that the applicant places with~ the CiW for these types of conditional use permits <br /> and the standard amount is $5~000, which would ~0}'be sufficient for a project this size. <br /> <br />Mr. De?is P~ck, Directoi: ~f Deveto_pmenl~ f0f Northfork - Asked the Commission to keep Mr. <br />Koshak s comments in perkpe~tive as he is the only resident that attended the public hearing to <br />complain about proposed project. Mr. Peck stated that he is willing to provide a larger financial <br />'/~S~reW, he did not know the contractor worked on weekends, and Rehbein will not be the <br />~0~ffact0ron this project; With i;egard to timing, Mr. Peck stated that they'would like to move as <br />much of the'material as pd.ss~Ie before the golf course opens up for business in the Spring, but <br />they will only move it as they market it and they want the full 3 year term on the permit, as stated <br /> in City Code.
