I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />I <br />I <br />I <br /> <br />CASE #: ,~ <br /> <br /> AFSCME CONTRACT NEGOTIATIONS <br />By: Klm Moore-Sykes, Assistant City Administrator <br /> <br />Background: <br /> <br />On January 9, 2001, the City's negotiating team and representatives of AFSCME reached a <br />tentative agreement on an employment agreement that covers one year, the period of Jamtary 1, <br />2001 through December 31, 2001. AFSCME members scheduled a meeting to vote on the <br />proposal January 11, 2001 and the membership approved the proposed agreement. The contract <br />provisions include: <br /> <br />Cost of living adjustment: 3% for 2001; <br /> <br />New compensation plan: <br /> <br />Brings all union employees to market rates with proposed 4% <br />annual steps to keep employees at market rates; <br /> <br />COLA increases will be the 0nly increase paid to all employees as <br />of January 1, 2001; Market increases and all step increases will <br />occur on each employee's anniversary date beginning January <br />2001. Those employees who do not have an anniversary date by <br />July 2001 will receive a 4% wage increase and the balance of their <br />scheduled market rate increase on their anniversary date; <br />employees will fully enter the market rate-adjusted step plan as of <br />their anniversary date, 2001; <br /> <br />Newly hired employees will be hired at market rate and will <br />receive future step increases on their anniversary date; if newly <br />hired employees begin at the same or higher rate as others in the <br />department, adjustments may be made to relieve, any disparity; <br />some may start at the top step or at another higher step if this puts <br />them closer to the market rate for their positions; <br /> <br />Step increases are only given if overall performance is rated <br />satisfactory or better; <br /> <br />Employer contribution to single coverage or employees <br />who waive remains $290 per month; <br /> <br />Employer contribution to family coverage increases from <br />$400 per month to $428 per month, effective January 1, <br />2001; if dependent coverage increase, it is agreed that the City will <br />split the insurance premium increase 50 - 50 with the employee. <br /> <br />-269- <br /> <br /> <br />
