EDA BUSINESS . '.., Case #1: Discussion on the Plan for Highway #10 Corridor Draft Report, Facilitated by Hoisin~on, Koegler Group, Inc. Brad Scheib, Hoisington, Koegler Group, Inc., presented the EDA with':the':additional information that was added to the Highway #10 Corridor report. He explained that the addi~i0nal information laid out some very general development guidelines and included standards ~hich would help the City determine if a business would be financially b~neficiat. guidelines would help the City with planning, but would not beco~ei~ r~le of laW.because of this document. :-~ Councilmember Anderson stated that a carpet store was ·built in .the City and when the development was presented to the Planning Commissioik:it was presente& as the entire building being occupied by similar uses, but once the building was finished a liqus~ Store was allowed to go in. She inquired if there was anything that the City ·could do~"to; encourage that similar businesses go into a strip mall when appropriate ' -(':~'i:~ Mr. Scheib replied that the City does not have the authority to determin.e., the type~fbusiness that can be put into the building. ..: :-'. ,,-~.,. Councilmemb-e~ Zimmerman.stated that the ci~j'ineeds to look at new businesses that meet standard~-~4hat would improVe the image along' H~ghway 10 and the City needs to have some ordinanee~ after the HighWay:#10 study is complete to back up the plan. Chairperson Wagner stated that once this process is completed there should be some covenants put on new developments and ordinances adopted to get the quality developments in the City. ..-~- He ats0:stated that h~' would Iike to see a document laying the frontage road north of Ramsey -Boulevard and south of SUnfish. Lake Boulevard to Anoka. City Administrator Norman noted that the agreement with Hoisington Koegler was to only complete a studybetween Sunfish Lake Boulevard and Ramsey Boulevard. Chairperson Wagner stated that there should be some guidelines as to the layout of the frontage road to assist Staff when working with developments in those areas. City Administrator Norman replied that the City could request a quote from Hoisington Koegler to.complete the study.
