Ramsey has a historical development pattern that has accommodated both urban and rural <br />lifestyles. Although this diversity offers unique housing options for residents, it can create <br />unusual development patterns. The purpose of these guidelines is to suggest development <br />alternatives to promote an orderly transition between rural and urban developments. <br /> <br />The City supports these alternatives based on the need to: · Protect natural features <br /> Promote the efficiency of public Streets and utilities <br /> · Provide transitions in land use keeping with the character of adjacent land use <br /> · Promote orderly development patterns including the arrangement of structures, <br /> facilities and amenities <br /> <br />What is Density Transitioning? <br />"Transitioning" is defined for the purposes of this section as blending the differences in density <br />and land use between one development and another. <br /> <br />When is Density Transitioning Required? <br />Transitioning shall be required when a residential development proposal for land has a higher <br />density than adjacent land with an existing residentiaI use. <br /> <br />When is Density Transitioning Not Required? <br />Transitioning shall not be required for the following Property types: <br /> <br />1. Undeveloped property that was in a zoning district that permitted densities greater or land <br /> use more intense than single family zoning as of October 22, 1997. <br /> <br />Density Transitioning requirements can be waived in situations where the owners of <br />adjacent properties, where density transitioning would apply under this section, with <br />development interests can agree that the requirements contained in this section are <br />impractical. Waiver of these requirements would allow development to occur in a <br />manner consistent with the provisions appIicable to the zoning of that property.
