Preliminary Plat Review: Orchard Hills December 1, 2000 Page 2 of 3 Screening: City Code requires a 15-foot buffer between the existing residential and the proposed multi-family development. It appears that a few lots will be encroaching upon the 15-foot setback requirement. The site plan should be revised to indicate the required 15-foot buffer and townhouse lot lines should be revisited to ensure they do not encroach upon the.15 foot buffer area. Street Access: This plat proposes constructing Barium Street, Cobalt Street, and 152''a Lane (the east/west street labeled as Barium Street ori the submitted plans) as public streets which connect to Barium Street and Cobalt Street in the Willow Ridge subdivision to the south. These streets must be constructed to current City standards. It is also proposed that Cobalt Street be connected to the existing north/south private driveway which currently provides access to Bill's Superette. The access plan is acceptable only if there is dedication of this private driveway as a,public roadway which would be named Cobalt Street. Drainage and Utility_ Easement: A ten foot drainage and utility easement should be added to the frontage of Barium Street, 152"a Avenue, and Cobalt Street. Gradin~ and Drainage: A grading and drainage plan has been provided which is generally acceptable. Specific details of this plan and comments are provided in the site plan review. Traffic Generation Analysis: The City will require an analysis of the traffic projections. City Staff has retained a qualified firm to perform this study and will review the results as soon as they become available. Utilities and Water Usage: This development will be serviced by municipal sewer and water utilities. The utilities have sufficient capacity to provide service to this development. Pa~'k Dedication: The preliminary plat has been forwarded to the Park Commission for a recommendation on park dedication, The City has the option for cash, land or a combination of the two. The current rate for park dedication is $1200 per unit. Trail Development: The Preliminary Plat is proposing to dedicate a forty-four foot wide linear park that will accomodate a pedestrian/bicyclist path along the east side of T.H. #47. There is a trail development fee of $300 per unit that must be paid prior to release of the final plat for recording. Trnnk Sewer and Water Fees: A trunk usage charge is required for usage of the trunk sewer and water system. The current rate is $1734.00 per residential unit created. A payment of $72,828.00 (42 units x $1734/unit) is due at the City prior to releasing the plat for recording.
