The Preliminary
Plat consists of one (1) sheet dated November 10, 2000 prepared by TEC Design. We offer the
following comments:

General: The subject property consists of two parcels totaling approximately 10.13 acres and is
generally located on the south side of 153fa Avenue and east of Highway #47 (St. Francis Blvd.). The
Preliminary Plat is proposing 42 for-sale townhouses. In addition to a subdivision to replat the
property, the townhomes will be subject to a site plan review for all other aspects of the proposal
including but not limited to architectural standards,, off-street parking, structure setbacks, and
landscaping. The proposed townhome develoPment abuts a single-family, urban residential
development to the east and south.

Zoning: The property is currently zoned R-3 Urban Residential, which allows up to 7 units per acre or
a maximum of 71 units in this case. In the 12/21/99 draft comprehensive plan, the subject property is
designated for development with high density residential uses and high density has been established at
a maximum of 7 units per acre.

Densit-v: The maximum density allowed under the current zoning, current comprehensive plan, and
the draft comprehensive plan is 7 units per acre. The sketch plan identifies a total of 42 townhomes,
which equates to a gross density of 4.2 units per acre and a net density of 4.4 units per acre (net density
is calculated by subtracting Outlot A).

Lot Area: The City Code standards for lot sizes in the R-3 District are outdated and difficult to apply
to current development trends. However, the minimum amount of area required by the current
standards for the types of structures proposed would be 197,500 square feet. The area of the plat,
excluding the Outlot is 411,737 square feet.

-229-
