Norman, City Administrator

Background:

The City of Ramsey entered into a purchase agreement with the Anoka County Community
Action Program, Inc. (ACCAP) on February 18, 1999. The purchase agreement would allow for
the sale of City-owned property at the intersection of T.H. #47 and soon-to-be-built Sunwood
Drive. The purchase agreement spelled out that a development agreement would be executed
between the parties, which would complete the sale of property owned by the City to ACCAP.

staff completed negotiations on a development agreement and prepared the development
agreement for Council consideration during the regular meeting of December 12, 2000. ACCAP
subsequently requested the City to simply follow through with the sale of property with an
agreed upon amount of $269,000. At a recent meeting with the City Attorney, the Council
directed staff to place the item on the Council agenda for reconsideration of the matter.

Council Action:

Motion to introduce an ordinance authorizing the sale of certain City-owned property located in
the City of Ramsey.

Reviewed by:

City Administrator

CC: 02/27/01

Copies also distributed to:

Community Development Director
City Attorney
Economic Development Consultant

-115-
