-136-

Site Plan Review: Ramsey Townhomes
November 3, 2000
Revised November 17, 2000

o

10.

Setbacks: In the interpretation of the R~3 Urban Residential setback requirements, it Would
appear that in this case the rear yard setback is fi.om 40 feet from the outer boundaries of Lot
I. Because such a significant amount of the site is encumbered with wetlands and a collector
street, staff is recommending applying the 25-foot minimum setback to the structures. All of
the proposed structures meet the 25-foot setback. A variance is required to reduce the 40-
foot maximum.rear yard setback to the 25-foot minimum setback.

Density: The site plan is proposing to construct a total of 31 townhome units on Lot 1. Tkis
equates to a goss density of 2.7 units per acre..In the current draft comprehensive plan, this
property is targeted for high-density residential development and high density deveiopment
has been established at a maximum of 7 units per acre.

Access: The entire development ha~ access provided at a single point. The interior roadway
within the development will be 24-foot wide private streets. Parking will need to be
restricted on both sides of the private streets with signs and painted curbing. It is also
recommended that B6/12 curbing replace the surmountable curb and gutter proposed. Access
for emergency vehicles should be provided at least at one, and preferably at both ends of the
cul~de-sacs.

Grading and Drainage: The grading plan proposes draining both the north and south ends
of the site overland to catch basins located in the east/west access road into the site. These
catch basins in mm are proposed to be discharged directly into a storm sewer provided within
Sunwood Drive.

Calculations must be submitted to ensure that the runoff generated by the development will.
be sufficient to be handled by the storm sewer provided in Sunwood Drive. A permit must
be obtained from the Lower Rum River Water Management Organization for this
development.

REU Number: According to the calculations for imperVious area, provided to us by
Hakanson Anderson, the REU for this property would be 10.18. This results in a storm
drainage utility charge of $256.54/quarter. This would be equally distributed amongst the 30
dwelling units in the development. Each dwelling unit would receive a quarterly storm
drainage utility bill of $8.54. This does not include any internal sidewalks so if these are
added, in the future the REU would increase accordingly.

Wetlands: The lands west of Sunwood Drive are predominately occupied by DNR protected
wetland 658W and are proposed to be encumbered by a drainage and utility easement.

Landscaping:. Thirteen summit ash trees are shown for the proposed 30 townhome units. In
order te meet minimum requirements, 19 additional trees will need to be planted in the front

I
I
I
I
!
I
I
I
I
I
i
I
I
I
I
I
I
I
