(" Subject Property") That the Applicant is proposing to develop a multi-family housing project (twinhomes, quad- townhomes, and a four-plex) on an 11.3 acre site which includes the Subject Property. That 9 acres of the 11.3 acre project site is zoned R-3 Urban Residential, but the portion referenced above in the legal description as the Subject Property is zoned R-1 Urban Residential. That the Subject Property to be rezbned is approximately 2.3 acres in size. That the Subject Property is located within the Metropolitan Urban Service Area (MUSA) boundary. That the abutting property to the north is zoned R-1 Urban Residential, the property to the west is zoned R-3 Urban Residential, the property to the south is zoned B-I Business and the Subject Property is bounded by T.H. #47 on the east. That the Applicant is proposing a development that is compatible with the I2/21/99 draft Comprehensive Plan that has been forwarded to Metropolitan Council 'for approval. That the draft Comprehensive Plan was sent to the Met Council on December 21, 1999, and was not accepted as complete by the Met Council. That the subsequent draft Comprehensive Plan was sent to the Met Council on July 21, 2000, and was accepted as complete on October 4, 1999. That the July 2I, 2000 Comprehensive Plan has not been approved by the Met Council.
