Norman, City Administrator <br /> Patrick Trudgeon, Principal Planner <br /> <br />Background: <br /> <br />On June 27, 2000, City Council adopted an ordinance to amend the septic system section of the <br />City Code to require homeowners to assess functionality of their systems at least every three <br />years. A great deal of discussion has taken place recently regarding the Individual Sewage <br />Treatment Systems (ISTS) ordinance. At a recent City Council work session held on January 23, <br />2001, city staff was directed to develop an ordinance that more closely resembles the language <br />required by Metropolitan Council for communities within the seven county metro area. <br /> <br />Staff brought forward a drai~ ordinance at the February 13, 2001 City Council meeting for <br />consideration. City Council instructed staff to add additional language that: 1) Clarifies what <br />actions needed to be done every three years; 2) Allows for additional time to correct a non- <br />compliant system during the winter months; 3) Creates a Ramsey Resident Septic Inspection <br />Education System; and 4) Instructs staff to work with residents in securing financial assistance in <br />instances where financial hardship is caused by complying with the ISTS regulations. <br /> <br />The following items are enclosed for your information: <br /> <br />a) Excerpt of City Code with strikethroughs indicating language that will be removed, <br /> underlines that identify changes presented on February 13, 2001, and highlights <br /> identifying changes made since the February 13, 2001 City Council meeting. <br />b) Proposed Ordinance. <br /> <br />Council Action: <br /> <br />Motion to introduce an ordinance amending section 8.30.02A "Sewage Disposal Systems" of the <br />City Code. <br /> <br />Reviewed by: <br /> <br />City Administrator <br />City Attorney <br />Community Development Director <br /> <br />CC: 02/27/01 <br /> <br />-179- <br /> <br /> <br />
