This defect may very well cause the Amended Petition to be declared <br />vague and ambiguous which is a fatal defect in the Proposed Amendlnent.. <br /> <br />CONCLUSION <br /> <br />Based on the above analysis, it is'my opinion that the Proposed Amendment is manifestly <br />unconstitutional. <br /> <br />OPTIONS AVAILABLE TO THE CITY <br /> <br />The city council has the following options available to it: <br /> <br />The city council can choose to take no further action on the Proposed Amendment <br />petition and not schedule a special election. If the council chooses this option, I <br />recommend that a resolution to that effect be adopted. <br /> <br />2. The city council may, but is not required to, submit the Proposed Amendment to the <br /> voters at a special election. <br /> <br />3.
