-202- <br /> <br />Council Action: <br /> <br />Motion to ratify the recommendation of the Committee. <br /> <br />Case #3: Update on 141st Avenue N.W. and Ebony Street N.W. Improvement <br /> <br />Staff presented a number of options associated with the connection of 141st Avenue <br />between Ebony.Street (proposed) and Basalt Street (existing). While it is desirable to <br />complete this street which runs through two parcels of land both owned by St. Paul <br />Terminals (formerly known as Danny's Tranny), this firm is requesting a number of <br />concessions in exchange for the dedication of 30 feet of right-of-way to make this <br />connection possible. <br /> <br />City Engineer Brian Olson explained that it was feasible to terminate the street <br />construction of 141st Avenue at the west property line of St. Paul Terminals. The <br />Committee directed staff to research the history of the Conditional Use Permit for <br />Danny's Trarmy to determine if any commitment of the subject fight-of-way was made as <br />a part of the permit. The Committee also directed that for the purpose of preparing plans <br />for the improvement, the street should be terminated at the west property line of St. Paul <br />Terminals. <br /> <br />Council Action: <br /> <br />Motion to ratify the recommendation of the Committee. <br /> <br />Case #4: Update for County Ditch #43 <br /> <br />Bids were received on January 3, 2001 for this project which will no longer be possible to <br />construct this winter as initially anticipated. While the contractor is willing to extend the <br />contract until next winter, this extension would be contingent upon having similar <br />weather and construction condition (i.e. the same day conditions that existed this fall and <br />winter). The second alternative would be to reject all bi'ts and re-bid the project next fall, <br />once all necessary approvals were obtained. The Committee recommended rejections of <br />ail bids. <br /> <br />Council Action: <br /> <br />Motion to ratify the action of the Committee. <br /> <br />Case #5: Elmcrest Park Concept Plan <br /> <br />Staff presented the Committee with a map showing four potential access points into <br />Elmcrest Park.
