It will <br />significantly impact the local street system without it, especially if the more active use of <br />the park such as ball fields is explored. Staff recommendation would be to have at least <br />two accesses to the park and preferably three for better emergency vehicle access and. <br />onsite circulation. The first two accesses to the site should come from Access Numbers <br />#1 &#2. <br /> <br />Access Number #1 would provide access to the park from the residential neighborhood <br />fi'om the west and this access, if used in conjunction with Access Number #2, would be <br />used only by the residential homes in the area. <br /> <br />Access Number (42 is the most preferable access of ali those explored. It is the most <br />complete in terms of traffic patterns, has the least impact to the residential street system, <br />is the safest regarding sight distance, and is the least' costly of the two Highway 47 <br />options as far as work within Highway 47. According to the Trunk Highxvay 47 Access <br />and Corridor Study, the intersection of 164th Lane NW and T.H. 47 could become a <br />controlled intersection by the year 2010. <br /> <br />Access Number #3 should not be used as it would create safety concerns created by <br />illegal let't turns even though it would impact the least amount of residentiaI lots. If it was <br />to be used, a substantial amount of work would be required within the T.H. 47 corridor to <br />eliminate the left turning vehicles. Also since the right-in/fight-out restriction would be <br />safer, it would not allow access to the park from the south without traveling on the <br />residential street system. <br /> <br />Access Number #4 could definitely help alleviate congestion of the neighborhood to the <br />west and would result in the most preferable configuration if used with Access Numbers <br />#1 & #2. As most of the ball fields may be located near the southern part of the park, a <br />south access would be preferable, but due to the cost and environmental impacts should <br />only be considered for better on-site circulation and traffic dispersion when the ball fields <br />are developed. <br /> <br />L:\users\City Shared FilekEngineering\lvlise.
