Johnson: Site Plan Review <br />Page 2 of 3 <br />March 1, 2001 <br /> <br />4 <br /> <br />Residential Equivalent Unit: The City of Ramsey has implemented a storm <br />drainage utility. The properties in this area were regarded as single family unless they <br />had additional parking and/or building area that was atypical of a single family <br />dwelling. The quarterly storm drainage utility charge for this 'property will be $39.18 <br />per quarter. <br /> <br />Lot Coverage: The commercial portion of the lot (69,630 square feet) is restricted to <br />35% building coverage or 24,370 square feet. The proposed commercial structure is <br />2,400 square feet in size which equates to a building coverage of.03%. <br /> <br />Access: The commercial building is proposed to receive access from 149th Avenue. <br />The covenants established that there ~vould be 5 driveways for the 10 lots in Pineview <br />Estates 2nd Addition Planned Unit Development. Lots 7 and 8 are supposed to have a <br />30 foot wide driveway (15 feet on center) on the common property line between Lots <br />7 and 8. The site plan for the commercial garage indicates that a 12 foot wide <br />driveway is proposed on the east Line of Lot 7; this is 3 feet deficient of the <br />covenants requirement. The plan does not reflect how wide the driveway is on Lot 8 <br />and whether or not it is on the common property line with Lot 7. In addition the site <br />survey reflects that the driveway to the home was proposed to angle off to the <br />southwest from the common property line with Lot 8. This would indicate an effort <br />to comply with the requirement for one driveway on the common property line. <br />However, the site plan shows that the driveway to the residential garage does not <br />commence at the common property line with Lot 8; it appears to be in about the <br />middle of the lot. Therefore, the site plan shows 2 driveways; one for the residence <br />and another one on the common property line with Lot 8. This conflicts with the <br />covenants requirement for 1 driveway per lot on the common property line with an <br />adjacent lot. The deficient width and location.of the driveway should be addressed by <br />the Homeowner's Association, which is also responsible for reviewing the site plan. <br /> <br />Off-Street Parking: The covenants requires off-street parking for the commercial <br />development on the property. The proposed site plan shows 3 off-street parking <br />spaces for the commercial garage.'
