Councilmember Hendriksen stated that the area on the land use map indicated "mixed us6'
should be changed back to "Places to Work" and then the triangular area off
bounded to the north by the future expansion of C.R. #116 and Armstrong Boulevm, d;'sh0uld be
designated as "mixed use". The other problem he had with the most recent v~rsi~<0f the land
use map is that ali of the transitional zoning has been removed. ~_ ~-'~-!,5,

Community Development Director Frolik explained that based on the fact'thfi~-she had heard:3~.
the Council wanted density transitioning to apply to the entire City, she ren~/~ the transitioh~i?~,.
zoning areas. She felt if there was density transitional zoning then. i.:f:¢:~o~ld l~';~fiterpreted
density transitioning would only apply to those areas. ~(~¢? ......
Councilmember Hendriksen replied that not only tt~'}'ifi:'~msitiona?:zoning land use has4i~?
disappeared, but also so has all of the density transi'~i;~hg requir;~ts. Any concepts of
transitioning has disappeared. -:(::?':-"?~,i':';:

Community Development Director Frolik noted that the statementso~f transitioning is still stated
in the Comprehensive Plan. "'":'

Councilmember Hendfiksen replied ~t .the, fact the transitional land'~s~':~/i~:'removed along
with the majority of the language lbaVes n6ttiin~: :He stated that it makes'~S~}i'~e to apply density
transitioning to the entire City, butehe~Verbiage is'~'g0neand the concept isignored.

Councilmember Kurak stated that the ta~ base on indUstrial pr~ertY'~and commercial property is
primarily the same. She presented the C~uneil vCith~'~°me scegari°s. She explained that placing
the mixed-use area ,west of Armstrong BoUlev~ard and keePing the area between Armstrong
Boulevard and. RamSey:BoUlevard industria!:'¢ill create two problems. The common opinion
amongst resid~ntg of RamseY is that there needs:tO be::¢ore shopping in Ramsey and if the mixed
use area is m~ed to the we~t~"~ide of Armstror~g:B0U:I3vard, that type of development would not
occur for sOme time becaus¢~ity sewer and wa~er:would need to be extended out even farther, it
wou a'/ e a longer time and~vould have t.o;-~xt:e~d City sewer and water.

Councilmember Hendriksen replied that"~here are more factors than simply the tax base. He
~'.;'i~ted that there amdirect costs and indirect costs. Fridley has a lot of office/warehouse space
~id"it is-very compatible vgith.-the neighbors. He has not heard a lot of complaints about the
City's industrial area, bu~':h~.::~s that if the City opens up an area to commercial that will
create large 9.ol~mes. of ~affic, it will have significant impact on the citizens. He stated that he is
not ready to ,2~t'e for elimihating light industrial when it is very compatible with the residents.
The figures he;~as presented with for extending City sewer and water west of Armstrong
Boulevard wer~'~'high, but relative to City government he did not think it was that high and_h~e
-(;-;-~-).i.;would be wi.liing to speed up that process in order to accommodate the residents.

Mayor Gamec stated that the majority of the complaints from citizens are that there is no place to
go to have coffee, to do dry-cleaning, etc. He does not think the area will draw the large
businesses because they are already located in Andover and Elk River.

-42-

City Council/February 20, 2001
