CASE <br /> <br /> REQUEST TO REZONE CERTAIN PROPERTIES <br />FROM R-1 RURAL RESIDENTIAL TO R-1 URBAN RESIDENTIAL; <br />CASE OF DAVE AND BETTY PEHLKE <br /> By: principal Planner Patrick Trudgeon <br /> <br />Background: <br /> <br />David and Betty Pehlke are requesting to plat four metes and bOunds parcels into two single- <br />family urban residential lots, and an existing homestead served with private well and septic <br />system. The properties are within the MUSA, but are currently zoned R1 Rural Residential. In <br />order to plat urban lots, the property must be zoned R1 Urban Residential. <br /> <br />The following items are enclosed: <br /> <br />a) Site location map <br />b) Proposed subdivision <br />c) Letter of Understanding <br />d) Planning Commission meeting minutes dated January 2, 2001 <br />e) City Council meeting minutes dated January 23, 2001 <br />f) Proposed Findings of Fact <br />g) Proposed Ordinance Amendment <br /> <br />Notification: <br /> <br />State statute requires notification of the public hearing to owners of. property within 350 feet of <br />the subject property. <br /> <br />Observations: <br /> <br />The subject properties are approximately 2.53 acres in size. The Comprehensive Plan <br />amendment initiated by Ramsey in 1993 and approved by Metro Council in 1995 placed the <br />subject property in the Metropolitan Urban Service Area (MUSA) for residential development <br />with urban services. The adjacent parcels to the north, east, west, and south are also in the <br />MUSA. The property is surrounded by a mixture of unsewered lots and sewered lots created <br />when municipal services were extended along 150th Lane. <br /> <br />The current Comprehensive Plan targets this area for residential development with urban <br />services. The ~pplicant has provided a sketch plan documenting their intent to develop the <br />property into two single-family urban lots (The existing homestead will also be part of the plat). <br />Approval of the rezoning would be based on the Comprehensive Plan and the Applicant's intent <br />to develop the property with single family residential lots. The proposed sketch plan of Pehlke <br />Estates meets the current regulations for the R-1 Urban Residential District. <br /> <br />-127- <br /> <br /> <br />
