-144- The proposal for the future service road along the northern boundary of the site is supported by staff. A provision wilt be placed in the development agreement requiring future dedication of the area as a roadway to the City. In the meantime, the City will require that the future roadway be preserved as a drainage/utility easement. The Final Plat is not showing the standard and requested drainage and utility easements, final plat approval should be contingent upon the City receiving a revised final plat indicating the necessary easements. The site will be serviced by municipal sewer and water facilities. The Planning Commission reviewed and approved the sketch plan on April 3,2001. As a result of the subdivision, the developer will be responsible for park dedication requirements for each lot. The Park and Recreation Commission met on April 12, 2001 to discuss this minor subdivision and recommended that park dedication consist of a cash payment. Recommendation: The Planning Commission and City Staff recommend approval of the final plat contingent upon compliance with City Staff Review letter dated March 29, 2001 and the Applicant making modifications to the Final Plat to reflect the drainage and utility easements as required.
