McKay <br />Auto Sales currently operates from the site. However the applicant applied <br />for a variance from the Critical River and Wild and Scenic River Overlay District <br />regulations. Property owners within 350 feet of the subject property were notified of the <br />variance request. <br /> <br />Observations: <br /> <br />The applicant is proposing to locate a multi-tenant retail facility on a 3.8 acre parcel that is <br />in the process of being created. The property is zoned B-3, Highway BuSiness District and <br />the proposed use is allowed in the B-3 Zoning District. <br /> <br />The site plan is proposing to develop a 23,312 square foot multi-tenant retail facility. The <br />proposed building exceeds the required front, rear and side yard setbacks established in the <br />B-3 Business District. City Code requires a 20-foot green space area adjacent to all public <br />streets, which this site plan meets. City Code restricts lot coverage to 35% of the lot area; the <br />site plan for the retail center is proposing 14% lot coverage. <br /> <br />The applicant is applied for a variance from the 30% impervious surface restriction required <br />under City Code for the part of the property located within the Critical River and Wild and <br />Scenic River Overlay District. The Board of Adjustment met on April 3, 2001 to consider the <br />request and granted approval of the variance. <br /> <br />In accordance with City Code, all driveways, off-street parking and maneuvering areas are <br />proposed to be surfaced with bituminous pavement and finished with B-6/12 concrete <br />curbing. City Code requires 1 space for every 200 square feet of retail floor area. The <br />applicant has stated that 90% of the square footage will be used as retail floor area, which <br />will require 105 parking spaces.
