City Code specifies that exterior wall finishes shall consist of natural or prefabricated brick or stone or pre-cast concrete panels or some other material approved by City Council. The building elevation plan indicates that the exterior wall materials will consist of integrally treated concrete masonry units, face brick, and a prefinished metal cap. The drainage and landscaping plans appear to be generally acceptable. The applicant originally proposed two accesses from Highway 10. Initial review by MnDOT indicated that permission for two accesses would not be granted. The applicant has modified the site plan to show only one access. MnDOT is reviewing the new access at the time this case is being written, Staff wilt give the City Council an update of MnDOT's review at the Council meeting. The site plan shows a future service road along the northern boundary of the site. This idea is supported by staff. A provision will be placed in the development agreement requiring future dedication of the area as a roadway to the City. The site wilt be serviced by municipal sewer and water facilities. The Planning Commission reviewed the Site Plan on April 3,2001. Recommendation: The Planning Commission and City Staff recommend site plan approval contingent upon compliance with City Staff Review Letter dated March 30, 2001. City Council Action: Motion to approve/deny the site plan for the retail center contingent upon compliance with City Staff Review Letter dated March 30, 2001.
