City, Code states that outside storage shall be restricted to 10% of the property and shall be <br />surfaced to control dust. The site plan indicates that outside storage of finished pre-east products <br />is proposed along the eastern boundary line and along the southwest corner of the property. The <br />Applicant stated to Staff that the outside storage area is approximately 61,204 square feet in size, <br />this equates to a 7% lot coverage.. The Applicant has indicated that they are proposing to surface <br />the outside storage area with a compacted granular fill. Tlxe compacted granular fill is a <br />deviation from City Code and will require City Council approval. Staff is recommending that at <br />a minimum the outside storage area consist of Class V. <br /> <br />The site will derive two (2) access points from newly constructed 143~d Avenue. <br /> <br />City Code requires all driveways and off-street parking areas to be paved and finished with B- <br />6/12 concrete curbing. The site plan indicates that a portion of the property will be surfaced with <br />bituminous pavement. The site plan is proposing that the perimeter of paved area be absent of <br />the required concrete curbing. This is a deviation from City Code and will require City Council <br />approval. The site plan indicates the required curbing around the customer/employee parking <br />area. <br /> <br />The City Engineer is requesting that temporary erosion control measures be taken during <br />construction. <br /> <br />The exterior buitding materials for the facility are proposed to consist of pre-cast concrete panels, <br />a pre-finished metal cap and a metal wall panel portion above the pre-cast concrete panels, this <br />meets City code requirements. <br /> <br />Screening in the form of berming is being proposed along 143rd Avenue and Ebony Street. The <br />proposed berms do not meet City standards. The berm along Ebony Street should be eight feet in <br />height and should contain an approved ground covering and irrigation system. The berm along <br />143rd Ave. should be at a minimum of six feet in height and should also contain an approved <br />ground covering and irrigation system. High quality berming will be required in order to provide <br />screening of heavy concentrated manufacturing products from the adjacent neighbors (Gateway <br />North Industrial Park #5). The proposed plantings on both berms do not contain species that are <br />recommended in the City of Ramsey. <br /> <br />The City has drafted a development agreement that is proposing to offer Amcor assistance with <br />site improvements. Amcor has the option to sign the agreement and receive $50,000 dollars of <br />TIF assistance. The assistance will be $10,000 per year starting in 2003 and concluding in 2007 <br />to aid in establishing a high quality berm along 143rd Ave. and Ebony Street. <br /> <br />The landscaping plan should be revised to include plantings that are consistent with the <br />recommended species in the City of Ramsey. <br /> <br />The facility will be hooking up to municipal services. The site plan is absent of a lighting plan. <br />If the facility is proposing to have additional lighting, a lighting plan will need to be submitted <br />and is subject to the City Engineers approval. <br /> <br />-142- <br /> <br /> <br />
