Page 2 of 4 May 15, 2001 Setbaclcs: The proposed manufacturing and office building exceeds the minimum 40-foot front yard, 35-foot rear yard and 20-~bot side yard setbacks established in the BW District. Architectural Standards: City Code restricts structure height to 35 feet; the manufacturing plant is proposing to be 44' 10" in height. This is a deviation from City Code and will require a variance. The Board of Adjustment met on May 1, 2001 and denied the request for a variancb to height restriction. The -City has received a request for a variance appeal that will be heard by the City Council on May 22, 2001. Cie./ Code requires exterior wail finishes to be brick, natural stone or pre-cast concrete, or fabricated panels of these materials. The exterior building materials for the addition is proposed to consist of pre- cast concrete panels, a pre-finished metal cap~ and pre-finished metal wall panels above the concrete panel portion of the building extending to the pitch of the roof which meets City Code requirements. A color rendering of the office and manufacturing plant is required at the time of the City Council meeting. Screening: The site plan is proposing a berm that is approximately 3-feet in height along i43rd Avenue, this does not meet City standards. The berm should be a minimum of six feet in height and the site plan should be revised to include the proposed ground covering and how the berm will be irrigated. The berm along 143rd is proposing plantings that do not correspond with the "List of Recommended Trees and Shrubs in the City of Ramsey (attached for your review)." The site plan should be revised to include only trees and shrubs that are recommend for the City of Ramsey. The site plan is also proposing a berm along Ebony Street that is approximately 2' 6" in height; this does not meet City standards. The berm should be a minimum of eight feet in height with a maximum average slope of 6 to 1 on the east face. The berm should also include grass or other ground cover and various tree and shrub plantings as approved by the City. The site plan should be revised to include plantings that are approved species in the City of.Ramsey and provide an irrigation plan for the berm. Deciduous trees should be planted at a minimum of 35 feet intervals parallel with Ebony Street and should consist of at least two varieties. Coniferous trees should be placed below the crest of the berm in groups of 3 to 5 between the deciduous trees spaced in boulevard fashion. Staff is recommending that the conifers consist of white and Norway pine. All individual plants and trees must be sited in a degradable mulch if that portion of the berm Mil not be irrigated. Each tree must be adequately benched into the berm to provide for appropriate water retention. Waste Storage: The site plan should be revised to indicate where the waste storage facility is proposed to be located and the construction materials. Off-Street Parking - Design: City Code requires all driveways, off-street parking areas, and maneuvering areas and display areas to be paved with concrete or bituminous pavement and finished with B-6/12 concrete curbing. The site plan indicates that curbing will not be provided around the entire bituminous area.
