The decision of the planning commission with regard thereto, together with its recommendations, shall be included in its report to the Council. A_~er the Council receives the report of the planning commission, the council shall act to approve or disapprove the preliminary plat.. If the council shall disapprove said plat, the _grounds for any such disapproval shall be set forth in the proceedings of the council and reported to the subdivider within seven days therealSer, lm it's discretion, the council may hold a public hearing on the plat. The council shall publish notice of the hearing as provided herein, at the subdivider's expense, but written notice of said hearing may not be given the adjacent landowners. All engineering considerations presented in the .preliminary plat and data furnished by the subdivider, the city engineer's report and any such reports introduced at any time during the proceedings, shall be resolved prior to the approval of the preliminary plat by the Council. The Council shall act on the preliminary plat within 60 days of the date on which the planning commission's public hearing' was concluded. Subd. 2. Required Preliminary ?lat Data. It shall be a condition to the acceptance of a preliminary plat for filing with the Zoning Administrator that said plat shall include the data required hereunder. a. Identification and Description Proposed name of subdivision, which name shall not duplicate nor be alike in pronunciation to the name of any plat theretofore recorded in Anoka County; 2, Full legal description of the land involved in said plat; Names and addresses of the owner and subdivider of the land, and the designer and surveyor of said plat. If the subdivider is not the fee owner of the land, the subdivider shall note such interest in the land on the preliminary plat; 4. Graphic scale of not more than one inch to 100 feet; 5. Date and north point;
