Olson, City Engineer <br /> <br />Background: <br /> <br />On September 19, 2001, the Public Works Committee directed Staff to draft an Ordinance and <br />bring it to the Planning Commission to address some concerns relating to the current grading- <br />Ordinance. The following items are enclosed for your information: <br /> <br />a) <br />b) <br /> <br />Case prepared for the 5/15/01 PW Committee <br />Proposed Ordinance <br /> <br />Observations: <br /> <br />At the May 15, 2001, Public Works Committee meeting them was some additions that the <br />committee felt were necessary: <br /> <br />· Include language to make applicants and residents aware that these are the City of Ramsey <br /> criteria for permitting and that other agencies that have jurisdiction over wetlands and <br /> protected waterways such as the DNR, WMO, ACD, BWSR and USACOE may also need to <br /> be contacted as well.. <br />· Check with other agencies to see how they handle the requirement for a certificate of grading. <br /> <br />The City of Andover requires a certificate of grading for all urban lots and requires the developer <br />to provide finished sod elevation stakes for all backyard drainage areas and any other area as <br />required by the City Engineer. In general, these sod elevation stakes are located at every lot <br />corner and spaced every 20 feet. They must be installed on the site before the issuance of any <br />building permits. The certificate of grading must be completed before the certificate of <br />occupancy is granted. <br /> <br />Council Action: <br /> <br />Introduce the attached Ordinance AMENDING SECTIONS 8.01.03(c), 9.11.18(3)(c), and <br />9.50.03(2)(c)(7) OF THE CITY CODE OF RAMSEY, MINNESOTA. <br /> <br />Reviewed by: <br />City Administrator <br />Director of Public Works <br />City Attorney <br /> <br />CC: 6/12/01 <br /> <br />-'129- <br /> <br /> <br />
