Olson, City Engineer

Background:

On June 12, 200l, the City Council introduced, an Ordinance that would amend the grading
regulations to require a certificate of grading be completed on very fiat yards and require an
elevation survey at the time of the footing inspection. This is intended to provide proof that the
elevations conform to the approved grading plan.

Observations:

The changes that are being proposed are intended to help eliminate the backyard drainage
problems that have been experienced with lots and subdivisions that have very fiat grades. It also
adds some flexibility ~br those residents that desire to excavate ponds as long as they do not
affect drainage patterns in the neighborhood. This Ordinance is not intended to supercede other
agencies requirements for excavation in wetlands and protected waterways.

The following is a timeline if the Ordinance is successfully adopted tonight.

Introduction Date:
Posting Dates:
Adoption Date:
Publication Date:
Effective Date:

June 12, 2001
June 12, 2001 - June 26, 2001
June 26, 2001
June 29, 2001
July 29, 2001

Council Action:

Motion to adopt Ordinance #01-XX - An amendment to sections in Chapter 9 of the City Code.

Reviewed by:
City Administrator
City Attorney
Director of Public Works
Finance Officer

CC: 6/26/01

Users\bolson\m&g ord\adoptordcccase.doc

.119-
