SITE PLAN) OF THE PONDS <br />CASE OF ROYAL OAKS REALTY <br /> By: Principal Planner Patrick Trudgeon <br /> <br />Background: <br /> <br />Royal Oaks Realty has submitted a preliminary plat (P.U.D. site plan) showing the development <br />of 86.71 acres at the corner of Dysprosium St. and Nowthen Boulevard. Royal Oaks Realty is <br />proposing to develop 73 single-family lots, 152 townhome units and 82 apartment units on this <br />property. The property was removed from the development moratorium on February 16, 2001. <br /> <br />The following items are enclosed: <br /> <br />a) Site location map <br />b) Preliminary Plat dated May 15, 2001 <br />c) Planning Commission Minutes Dated March 6, 2001 <br />d) Draft Planning Commission Minutes Dated June 5, 2001. <br />e) Traffic Generation Analysis prepared by SRF Consulting dated May 31, 2001 <br />f) Information regarding the location and size of a house on Lot 2, Block 1 <br />g) Letter from area residents regarding proposed subdivision <br />h) Letter from Tom Hovey, Minnesota DNR regarding proposed subdivision <br />i) City Staff Review Letter dated June 1, 2001, revised June 21, 2001 <br /> <br />Notification: <br /> <br />Property owners located within 700 feet were notified of the proposed preliminary plat. State <br />law requires that the City notify property owners within 350' of the subject property. <br /> <br />Observations: <br /> <br />As part of this plat, the applicant is also asking to rezone the property to Planned Unit <br />Development (P.U.D.), to receive a variance from the height restrictions for the proposed <br />apartment building, and site plan approvals of the townhouse development and apartment <br />building. <br /> <br />The property is currently zoned R-I, Single Family and B-I, Business. As mentioned above, the <br />applicant is asking for a rezoning of the property to P.U.D. The March 2001 Draft <br />Comprehensive Plan shows a total of approximately 7.52 acres of this property being High <br />Density Residential, 13.52 acres being Medium Density Residential and 65.67 acres as Low <br />Density Residential. The following table indicates how much of each type of density is allowed <br />on the development property as directed by the March 2001 Draft Comprehensive Plan. <br /> <br />_ ~243- <br /> <br /> <br />
