Brian Olson, P.E. - 9 - May 31,2001

CSAH 5/Dysprosium Street are expected to operate at an acceptable overall LOS D or better
during the a.m. and p.m. peak hours, with existing traffic control and geometric layout. The
proposed intersection of CSAH 5/Site Access Roadway is expected to operate at an acceptable
overall LOS A during the a.m. and p.m. peak hours, with side-street stop control and the
geometrics shown in Figure 5.

Table 3
Year 2004 Capacity Analysis
Level of Service Results

Level of Service
Intersection A.M. The overall LOS is shown followed by the worst approach LOS.

Although the key intersections are expected to operate at acceptable levels of service under year
2004 conditions, the following suggested improvements are provided for your consideration:

· A westbound left-turn lane and eastbound fight-turn lane are recommended at the
intersection of CSAH 5/Site Access Roadway. The installation of turn lanes into the site
would reduce conflict between turnin~through traffic and improve safety operationsl

Traffic Impacts and .Calming Issues

Dysprosium Street

The City has expressed concern about the amount of cut-through traffic using Dysprosium Street
between CSAH 5 and CSAH 116 (Industry Avenue). Based on existing counts, approximately
I80 and 120 motorists currently use Dysprosium Street as an alternate route to/from the south
during the a.m. and p.m. peak hours, respectively.

As classified by the City's Transportation Plan, Dysprosium Street is a two-lane collector
roadway. Collector roadways, designed to provide access and mobility, are not typically subject
to traffic calming measures. Using the existing peak hour counts, it is estimated that Dysprosium
Street currently carries 2,500 to 2,900 vehicles a day. In the year 2004, the daily traffic volume
is expected to increase to approximately 3,500 vehicleg a day with the construction of the
proposed development and background growth. Since the capacity of a two-lane collector
roadway is 10,000 vehicles per day, the expected amount of traffic on Dysprosium Street in the

-276- -
