I

I
I
I
I
I
I

I
I
I
I'
I
I
I
I
I
I
I

Brian Olson, P.E. - 10 -

May 31, 2001

year 2004 is within acceptable traffic volumes.. Therefore, no traffic calming measures are
recommended for Dysprosium Street between CSAH 5 and CSAH 116.

Iodine Street

The internal roadway system of the proposed development will connect to Iodine Street, an
existing roadway northwest of the development. Using Iodine Street, develOPment traffic
traveling to/from the north will be able to access CSAH 5 via 146th Avenue. Since the majority
of development trips travel to/from the south, it is estimated that the daily traffic volume on
Iodine Street will only increase by approximately 70 trips per day with this connection to th~
proposed development.

Providing a connection to CSAH 5 via Iodine Street is recommended in order to decrease traffic
volumes and improve traffic operations at the CSAH 5/Site Access Roadway intersection. This
connection will also provide street continuity and better emergency .vehicle access to the
proposed development. If a connection is not constructed at Iodine Street, residents in the
northwest comer of the proposed development will have a significantly longer travel distance
when traveling to/from the north.

Summary and Conclusions

A residential development is proposed for the southwest quadrant of CSAH 5 and Dysprosium
Street in the City of Ramsey. The proposed development includes 73 single-family homes, 152
townhome units, and 82 senior apartments. The purpose of this study is to examine the impacts
this development would have on the adjacent roadway system.

'Based on the analysis, the following conclusions and recommendations are offered for your
consideration:

The intersections of TH 47/CSAH 5 and CSAH 5/Dysprosium Street currently operate at
an acceptable LOS C or better.during the a.m. and p.m. peak hours, with existing
geometrics and traffic control.

With the construction of the proposed residential development, all key intersections are
expected to operate at an acceptable LOS D or better during the a.m. and p.m. peak hours
in the year 2004, with the intersection geometrics shown in Figure 5.

In order to reduce conflict between tumin~through traffic and improve safety operations,
a westbound left-turn lane and eastbound right-turn lane are recommended at the
intersection of CSAH 5/Site Access Roadway.

_ .~277-
