Therefore, any alterations waterward of the ordinary high <br />water elevation of 858.1' may require a permit from the DNR. <br /> <br />I am pleased to see that infiltration basins have been included in the project. It is desirable that the <br />rates and volumes of runoff from the site are not greater than the pre-developed condition. <br /> <br />The plat appears to be designed consistently with the statewide standards for shoreland management. <br />As we discussed briefly, my main concern is recognition of a shore impact zone (SIZ). The SIZ is <br />defined in the shoreland management rules (MN Rules, part 6120.2500, Subp. 14c.) as the land <br />located between the ordinary high water level of a public water and a line parallel to it at a setback <br />of 50 percent of the structure setback. In the shore impact zone, vegetative and grading alterations <br />are restricted. Intensive vegetation clearing within the SIZ is not allowed. Limited removal of trees <br />and shrubs, and pruning or trimming is allowed to accomodate the placement of stairs or access <br />paths, provided the screening of structures from the water is not substantially reduced. Markers <br />labeled "buffer area" or "natural area", Or split rail fences marking the SIZ or a conservation <br />easement, or wetland buffer area are often effective. Lacking some type of a visual "reminder" it <br />is not uncommon to see homeowners mowing down to the waters edge. <br /> <br />Thank you for the opportunity to comment.
